In dentistry, teeth progress from development inside the jaw to emerging into the mouth, and we use specific terms to describe where a tooth is in that process. When a tooth has not yet broken through the gum and remains inside the jaw during development, it is described as unerupted. This term simply means the tooth is still developing and has not erupted yet, without implying any obstruction or delay beyond normal timing. In contrast, erupted means the tooth has come into the mouth; impacted refers to a tooth that is blocked from erupting by bone or another tooth; and retained is used when a tooth remains in the mouth longer than expected after eruption has occurred, or a deciduous tooth stays beyond its normal time. Thus unerupted is the correct description for a tooth not yet erupted during development.
